Abstract

This scientific article examines the issue of socio-economic and political reforms, which
served as a prerequisite for the formation of entrepreneurship – a new social phenomenon in the early
1990s, when Kazakhstan began to gain independence and form as a new state. In the article, the author
notes the achievements and shortcomings of the reforms carried out at that time. Entrepreneurship is a
new social institution, the formation of entrepreneurship has led to numerous changes in our society.
New social groups and strata appeared, the social structure of society changed. The collapse of the
economy in the administrative and management system, the emergence of market elements led to new
economic entities that differ in their innovative behavior than the economic entities of the former society.
Currently, a group of entrepreneurs, formed in the country as one of the middle class groups, influences
the development of society and socio-political stability, social classification, social mobility. The
historical choice of Kazakhstan 30 years ago, aimed at a market economy and democratic development,
made it possible to reform all aspects of the political, economic and social life of society.
